Short answer
A Venezuelan living abroad can buy directly, with the same documents as a resident: an ID card, a current RIF and the sworn declaration on the source of funds the registry requires. Without travelling, the purchase is signed through a special power of attorney granted at a Venezuelan consulate or before a local notary with an apostille. Purchases close in cash, because ordinary mortgages still do not exist.

What you need before you start looking
- A Venezuelan ID card (cédula de identidad).
- A current RIF, with a tax address and marital status that match your situation today.
- The money available in cash, plus a margin for the registry, the lawyer and the paperwork.
- Someone you trust in Venezuela to sign for you with a special power of attorney, if you are not going to travel.
If you are buying as a foreign national, since 2022 SAREN has required a prior online application, approved by email, before any act at a notary or registry. Lawyers reported waits of up to five months in 2023.
The special power of attorney: consulate or notary with an apostille
Venezuela has been part of the Apostille Convention since 1999, as have Spain, the United States, Chile, Colombia and Canada. That leaves two routes:
| Route | How it works | When it makes sense |
|---|---|---|
| Venezuelan consulate | You sign the power at the consular section. It needs no apostille. | Where the consulate handles notarial acts, as in Spain |
| Local notary with apostille | You sign before a notary in your country, apostille the document and, if it is not in Spanish, a sworn translator in Venezuela translates it. | Where the consulate is closed: the United States, Chile and Canada |
The power has to be special, not general: with the exact description of the property, its registry details and the full identification of whoever grants and whoever receives the power. Vague wording is the most common reason a registry rejects one. We go into it in the guide to the special power of attorney, which works the same for buying as for selling.

| Country | Situation | What to do |
|---|---|---|
| Spain | Madrid, Barcelona, Bilbao, Vigo and Tenerife are open | Power at the consulate |
| United States | Closed to the public; reopening authorised with no date | Local notary with apostille |
| Chile | No consular service since July 2024 | Local notary with apostille |
| Canada | Toronto, Montreal and Vancouver closed | Local notary with apostille |
| Colombia | The embassy in Bogotá lists notarial acts | Confirm the appointment before going |

How to pay from abroad
The registry requires a sworn declaration on the source and use of the funds, with your details, your profession and where the money comes from. SAREN’s official form asks for no attachments, although the bank or the registrar may ask for supporting documents separately. It is explained in the guide to the SAREN appointment.
Since April 2026, OFAC General License 57 has authorised US financial services with the Banco Central de Venezuela, Banco de Venezuela, Banco Digital de los Trabajadores and Banco del Tesoro. It does not name Venezuelan private banks.
If you are going to transfer from Spain or the United States to a Venezuelan private bank, confirm with your bank and the seller that the transfer arrives before signing. Whether it can be done in practice depends on each bank.
The risks that cost the most
- Registry charges above the law: the fee is capped at 2% of the value, and the Cámara Inmobiliaria reports registries charging between 5% and 40%.
- A property rented under a contract from before 7 August 2026 remains under the 2011 law and is hard to recover. Always ask whether there is a tenant and since when.
- An inherited property without an inheritance tax return and clearance certificate cannot be registered in your name.
- A badly worded power of attorney, or one revoked halfway through, means starting again.
- If you are buying to rent out, check the real return and whether the building is safe first, in the guide to investing in Venezuela from abroad.
Step by step through a purchase at a distance
- Settle the area, the cash budget and the type of property. Since the earthquakes of June 2026, ask for the building’s structural inspection status.
- Visit the property by video call and ask for a copy of the title deed to review with a lawyer.
- Check that the seller’s cadastral certificate and municipal tax clearance are up to date.
- Grant the special power of attorney to your representative in Venezuela.
- Sign a purchase option agreement with the price, the deadline and the payment terms.
- Your representative signs at the registry, with your declaration on the source of funds.
- You receive the registered deed and update the cadastral certificate to your name.
Frequently asked questions
Can I buy a property in Venezuela without travelling?
Yes. You grant a special power of attorney at a Venezuelan consulate or before a notary in your country with an apostille, and your representative signs at the registry for you.
Does the Venezuelan consulate in the United States do powers of attorney?
As of September 2026 the consulates in the United States are still closed to the public, although their reopening has been authorised. In the meantime, the route is a local notary with an apostille.
Is there a mortgage to buy from abroad?
No. The only programme running in 2026 is for certified victims of the June earthquakes. Other purchases close in cash.
How much does it cost to register the purchase?
By law the registry fee is capped at 2% of the value, in bands of 0.5%, 1% and 2%. In practice some registries charge a good deal more, so it is worth having a lawyer check the form before paying.
