Short answer
The municipal tax clearance (solvencia municipal, or urban property clearance) certifies that the urban property tax — the municipal tax every owner pays on their property — is up to date. The registry requires it to sell. It is issued by the municipality, almost always online once the account has no debt, and it costs from 2 dynamic units of account in Libertador to 15 times the official reference exchange rate in Baruta.

What it certifies and what it does not
It certifies that you are up to date with the urban property tax on that property. What varies between municipalities is whether it also requires you to be up to date with everything else:
- Libertador: only the tax on that property. The ordinance forbids refusing it over debts on another property or another tax, or while an appeal is pending.
- Chacao and Sucre: the tax on that property.
- Baruta: requires you to be up to date with all municipal taxes and services.
- El Hatillo: requires every quarter of the tax to be paid and the Miranda state stamp to be verified.
In several municipalities a current cadastral certificate is a prerequisite, so it is worth applying for both together.
Cost and validity in each municipality
| Municipality | Fee | Validity |
|---|---|---|
| Libertador | 2 dynamic units of account | No period in the ordinance |
| Chacao | 5 times the reference exchange rate | No period in the ordinance |
| Baruta | 15 times the reference exchange rate | Up to 3 months, or 12 if you paid the whole year in January |
| Sucre | 5 times the reference exchange rate | No published period |
| El Hatillo | No verified fee | Until 31 December of the tax year |
An ordinance setting no validity period does not mean the registry will accept it whatever its date. Ask for it close to signing day.
How to apply
| Municipality | Channel | How |

| Libertador | SIGAT, caracas.sigat.net | With the property’s account clear of debt, the clearance prints from the system |
| Chacao | The DAT virtual office | The online property clearance form, giving the sale as the reason |
| Baruta | SEMAT, Torre Humboldt | The application form, the year’s cadastral certificate and the fee receipt |
| Sucre | SIGAT, sucre.sigat.net | On the property, actions and apply for clearance, once the cadastral certificate is issued |

Step by step
- Log in to your municipality’s tax portal and link the property to your account.
- Check the account statement for the urban property tax.
- Pay what is outstanding. In Baruta and El Hatillo, also pay the other taxes and the Miranda stamp.
- Pay the clearance fee.
- Apply for it in the system or at the office, and download or collect it.
- Take it to the registry with the cadastral certificate and the rest of the documents to sell.
How to save on the tax
In Libertador the tax is assessed by year and charged by month. If you pay the whole year between 1 January and 31 March, the ordinance gives a 20% discount. In Baruta, paying the year in January also extends the clearance’s validity to 12 months.
| Municipality | Tax rate for housing |
|---|---|
| Chacao | 0.12% a year |
| Baruta | 0.25% a year |
