Short answer
SAREN’s old appointment system no longer works: its address stopped existing. The current online channel is the Online Applications System, at tramites.saren.gob.ve, where you register with your email and ID card number. To sign the sale, the registry also asks for the sworn declaration on the source and use of funds and the income tax (ISLR) advance form, and the registry fee is capped by law at 2% of the value.

SAREN’s online system today
- The address of the scheduled appointments system, citas.saren.gob.ve, no longer resolves. Guides that send you there are out of date.
- The current portal is SAREN’s Online Applications System, at tramites.saren.gob.ve, with registration by email and lookup by ID card.
- According to SAREN in July 2025, its integrated notaries and registries system already operates in the Capital District and Miranda.
The security certificate for tramites.saren.gob.ve has expired, so your browser may show a warning when you go in. Type the address by hand rather than following third-party links.
Step by step to signing
- Gather the documents to sell: title, cadastral certificate, municipal tax clearance, ID cards and RIF.
- Pay the ISLR advance on SENIAT’s Form 33, or apply for the Main Home Registration if you are exempt.
- Ask the lawyer for the drafted sale deed.
- Register on tramites.saren.gob.ve and confirm with the public registry for the property how it assigns the signing date.
- Fill in the sworn declaration on the source and use of funds.
- Pay the fee, checking the form before you do.
- Sign before the registrar. Each party signs in person or through an attorney.
The sworn declaration on the source and use of funds
It is an official SAREN form, based on article 27 of Resolution 008 of 31 January 2019 (Official Gazette 41,581), which sets the anti-money-laundering rules for registries and notaries.
It asks for these details of the person declaring:
- Name, nationality and marital status.
- ID card or passport.
- Phone, email, profession and address.
- The transaction the funds come from.
Whoever signs swears that the money comes from lawful activities the authorities can verify. The form has room for two declarants and asks for no attachments, although the registry or the bank may ask for supporting documents separately. If the money comes from abroad, read the guide to buying from abroad too.
What registering costs
| Value of the transaction | Fee |
|---|---|
| Up to 500 reference units | 0.5% |
| 501 to 1,000 | 1% |
| Over 1,000 | 2% |
The Cámara Inmobiliaria de Venezuela reports registries charging between 5% and 40% of the value, applying their own valuation, higher than the price in the deed. In a 2022 survey, only 9.5% of respondents paid the legal 2%. Ask for the form beforehand and check it with your lawyer.
By custom the buyer pays the registry and the seller the ISLR advance, which is 0.5% of the price. The Civil Code puts the deed costs on the buyer unless agreed otherwise, so it is worth putting it in writing in the purchase option agreement.
If the document will be used outside Venezuela
Since June 2026, legalisation and apostille of 153 types of SAREN document are done entirely online, from the SAREN portal. It is useful, for example, to send the registered sale deed abroad.
Frequently asked questions
How do I book a SAREN appointment?
The old scheduled appointments system no longer works. The current online channel is the Online Applications System at tramites.saren.gob.ve, where you register with your email and ID card. Confirm with the property’s registry how it assigns the signing date.
How much does the registry charge for a sale?
The law sets a fee of 0.5%, 1% or 2% depending on the value, capped at 2%. In practice some registries charge a good deal more on their own valuation, so it is worth checking the form before paying.
Who signs the declaration on the source of funds?
SAREN’s form allows one or two declarants. Whether it is asked of the buyer, the seller or both is up to the registry; confirm it before the appointment.
Does the seller have to go to the registry in person?
Yes, or through an attorney. If you live abroad, the person you grant a special power of attorney to signs for you.
