Short answer
The cadastral certificate (cédula catastral) is issued by the municipality where the property is, and each one has its own system. In Libertador and Sucre you apply online through SIGAT, in El Hatillo through SUHAT’s virtual office, and in Chacao and Baruta it has been done in person at the Cadastre Office. At the very least they ask for the title deed and the owner’s ID card and RIF, and the fee is charged in bolívares at the official exchange rate of the highest-value currency.

What it is for and when you need it
The cadastral certificate identifies the property in the municipal cadastre: location, area and owner. The registry requires it to record a sale, and in several municipalities it is a prerequisite for the municipal tax clearance. If the owner has died, it is updated to the estate’s name with the inheritance tax return form.
Since the tax harmonisation law of August 2023, every municipality sets its fees at the BCV’s official exchange rate for the highest-value currency and charges them in bolívares. Figures in petros or tax units from old guides no longer apply.
Where and how to apply in each municipality
| Municipality | Where to apply | Fee |
|---|---|---|
| Libertador | SUMAR, online through SIGAT | Up to 10 |
| Chacao | Cadastre Office, in person | Only the Miranda revenue stamp |
| Baruta | Cadastre Office, in person | 15, plus Miranda revenue stamps |
| Sucre | SEDAT, online through SIGAT | 3 for individuals; 6 for companies |
| El Hatillo | SUHAT, virtual office | 15 dynamic units of account, plus the Miranda stamp |
In Libertador the body is SUMAR and the portal is SIGAT. If a guide sends you to a system called SUMAT or SIMAT, it is out of date: those addresses no longer exist.
How long it takes and how long it lasts
| Municipality | Time to issue | Validity |
|---|---|---|
| Libertador | 2 to 3 days, according to the Cadastre Office in 2023 | 1 year according to the 2024 ordinance |
| Chacao | No published time | No published period |
| Baruta | 15 working days, by ordinance | No published period |
| Sucre | No published time for the online procedure | No published period |
| El Hatillo | Up to 72 hours since March 2025 | Until 31 December of the year of issue |
The documents
Libertador and Sucre publish the list for the online procedure. They are uploaded as PDFs:
- The registered title deed.
- The owner’s current ID card and RIF.
- The previous cadastral certificate, if there is one.
- If the property was inherited, the inheritance tax form and the RIF and ID card of the estate’s representative.
- In Libertador, also: a location sketch certified by the Cadastre for properties outside horizontal property, and SENIAT’s Main Home Registration if it applies.
If a company applies, add the company’s RIF, its legal representative’s RIF, the registered articles of incorporation and the minutes appointing the board of directors.
Step by step in Libertador and Sucre
- Register as a taxpayer on SIGAT, at caracas.sigat.net for Libertador or sucre.sigat.net for Sucre.
- Link the property to your account.
- Open the property and choose to apply for a cadastral certificate: new, change of owner, inheritance or renewal.
- Upload the documents as PDFs.
- The Cadastre reviews the application and replies by email.
- Pay the fee and any outstanding urban property tax, by mobile payment or bank transfer.
- Download and print the cadastral certificate from the system. With it you can now apply for the tax clearance.
What is different in Chacao, Baruta and El Hatillo
- Chacao: it is submitted at the Cadastre Office, in the Edificio Atrium, from 9 a.m., with Form C-01 for individuals or C-02 for companies, a copy of the owner’s ID card and the Miranda state revenue stamp. If someone else submits it, they bring an authorisation.
- Baruta: it is submitted at the Cadastre Office, in the Casco de Baruta or the Torre Humboldt. The ordinance requires you to be up to date with all municipal taxes and services before it is issued, not only the property tax.
- El Hatillo: you apply at SUHAT’s virtual office, at elhatillo.net.ve/appweb. Before starting, the system checks that the fee, every quarter of the tax and the Miranda state stamp are paid. The certificate arrives as a PDF with a QR code.
