What does an apartment in Caracas cost, and what does it yield?

In the Capital District the average asking price was 846 dollars per m² to October 2025, from 625 in Libertador to 1,473 in Chacao, according to the UCAB study with Mercado Libre. The Santa Rosa de Lima apartment is listed at about 1,220 dollars per m².

The gross yield is the annual return on investment (ROI) the rent gives: what you collect in a year divided by what you paid, before costs and taxes and without counting any rise in the property’s price. Compared with the rest of Latin America:

Caracas: average for apartments in the Capital District, with asking prices and rents to October 2025 (UCAB and Mercado Libre). The rest: national averages from Global Property Guide, October 2026. Different sources: compare them as an order of magnitude.

Sale prices rose in 2026, so the yield today is lower; the detail by municipality is in the guide to rental yields. The real case above, at this month’s price, gives 9.6%: still above every country in the table.

What changed in Venezuela in 2026 for investors

January

Maduro falls and an acting president governs

A risk you take on: the country opens up to investment, but there is no election date. Today’s rules may change.

Jan – Apr

New oil and mining laws; the United States eases sanctions

In your favour: you can buy from a private individual even if you live in the United States. Buying from the state is still prohibited.

June

Earthquakes of 7.2 and 7.5

Check before you buy: thousands of buildings have a yellow or red tag. Ask for the building’s tag and its report before making an offer.

August

New rental law

In your favour, at a cost: you collect in dollars and recover the property through the courts directly; in exchange, you pay the condominium fee and major repairs. Detail in the guide to the rental law.

Can a foreigner buy in Venezuela?

Can I buy if I live in the United States?

Yes, from a private individual who is not sanctioned. The sanctions block the Venezuelan state, its companies and a list of people, not the private sector. Look the seller up on the list kept by OFAC, the Treasury office that administers them.

What are the requirements to buy property in Venezuela?

Five, and one more for foreigners. An ID card or passport, a current RIF (the tax registration), the sworn declaration on the source of funds the registry requires, payment in cash and, if you do not travel, a special power of attorney. A foreigner also needs prior approval from SAREN, the registries and notaries service, which in 2023 took up to five months: apply for it before you commit. The whole procedure is in the guide to buying a house from abroad.

Can I buy from Spain, the United States, Chile or Colombia?

Yes, without travelling, with a special power of attorney. From Spain it is signed at the Venezuelan consulate. From the United States, Chile and Canada, where the consulates were not open in September 2026, before a local notary with an apostille. In Colombia, the embassy in Bogotá lists notarial acts: confirm the appointment. The detail is in the guide to the special power of attorney.

Is it safe to buy property in Venezuela?

It is legal, for a foreigner too, and it can be done without travelling. Two risks are real and are dealt with before paying: the title, which a lawyer checks at the registry (steps 3 and 4 of the list below), and the building, because of the earthquakes.

Earthquakes. Of 32,485 buildings inspected in Caracas, La Guaira and Miranda at the end of July:

  • Green · 18,139Habitable
  • Yellow · 7,199Damage to be assessed
  • Red · 7,147Habitability compromised; not automatic demolition

Before making an offer, ask for the building’s tag and the inspection report, and ask the condominium who pays for the repairs.

Before you transfer a single dollar: eight steps

  1. Work out the yield on the price you will pay, and subtract the condominium fee, repairs and an empty month.
  2. If you have a link to the United States, look the seller up on the OFAC list.
  3. Have an independent lawyer review the title deed and any charges on it.
  4. Check the cadastral certificate, the municipal tax clearance and, if it was inherited, the inheritance tax return.
  5. Ask for the building’s traffic-light tag and its structural report.
  6. Ask whether there is a tenant: under a contract from before 7 August 2026 they remain under the 2011 law.
  7. If you are a foreigner, get SAREN’s approval before signing.
  8. Sign a purchase option agreement with the price in dollars and the route of the payment, and pay against signature.

Frequently asked questions

For rental income, yes: a rented apartment in Caracas returns about 14% of its price a year (gross ROI), against national averages of between Chile’s 4.8% and Costa Rica’s 7.6%. The difference largely reflects a higher risk, which you reduce by checking the property, the seller and the route of the money before paying.

Is it safe to buy property in Venezuela?
